Is there a rule of thumb on how long it should take to solve a Sudoku puzzle?

As most of you know, the 9×9 fill-in-the numbers puzzles in many newspapers usually are given a difficulty level for their solution (e.g. beginner, intermediate, advanced, expert, etc,), and these labels vary from source to source.

But does anybody know of any reference that states, for example, "if you're doing a 'beginner' level puzzle in four minutes or less, you are probably ready for the next level" (or something to that effect)?

There are some useful tips here.
